One of the strongest logia fruits, can produce a maximum of 200 million volts. And even at long distances, Enel can attack enemies by attacking his enemies with lightning above the sky. The user can also move at lightning fast speed, allowing him to chase enemies in no time.

Allowing the user to transform into light, moving at the speed of light same as Enel. Borsalino just defeated some of the supernova all by himself. He can shoot laser beams in his hands and feet, which explode very powerful.
He can also punch and kick with the speed of light as seen by kicking urouge which is a very huge and tall guy just beaten so badly. Moving at the speed of light makes borsalino one of the fastest in the one piece world.
6. Hie Hie no Mi
Manipulating ice to make weapons for combat purposes. And one of the devil fruits that can counter its weakness of the sea because he can transform a large radius of water in ice, Making him one of the strongest devil fruit users above the sea. Even when whitebeard creates a huge tsunami that can end the war easily just countered by kuza by using Ice Age to freeze the tsunami. He can also freeze humans with physical contact. This devil fruit can send anything flying to any location at extremely high speed, making him a powerful opponent. It can also deflect most of the attacks for defense. It can even push air and making it a powerful attack that can destroy rocks and injured people.
The other unique ability of this devil fruit is that it can also push the pain and fatigue of the body of an injured person. The red bubble shaped like a paw can be used to attack another person and feel very painful sensation, while it can also heal the person from pain and fatigue, which make this devil fruit one of the most usable ability in the battlefield.
3. Gura Gura no Mi
The strongest devil fruit of the paramecia class, the ability to destroy the worlds as said by sengoku. It produces vibrations and shock waves through ground, water and air. This devil fruit is one of the most scary in the world of one piece because it can create tsunamis that put all the pirates at a disadvantage because they are all above the ocean.

Blackbeard can nullify the power of another devil fruit user by just touching it which makes this fruit like a sea stone and counters to all devil fruit users. It can also absorb anything, like when blackbeard absorbs an entire city.
And the most scary and unique ability of this devil fruit is that it can absorb another devil fruit ability of dead people by unknown method, as blackbeard absorb the powers of gura gura no mi. Imagine if he can also absorb more than one devil fruit and transferred it to its members, the blackbeard pirates will be one of the most powerful pirates in one piece.
1. Fuwa Fuwa no Mi
For me this is the most usable and strongest devil fruit of all types. Allowing you to fly in the sky with your pirate ship, this means that you can overcome one of the weaknesses of the devil fruit users which is the sea. Although the ability to make things fly are only the user and non living objects.
And the most terrifying ability of this devil fruit is that you can manipulate water, which puts all the devil fruit users at a big disadvantage. By controlling the sea, no one can stop you. As shown in the movie when Shiki traps Luffy in a circular shape of levitated water.

For me this is my top ten strongest devil fruit that I can see most usable and powerful in the world of the pirate era in one piece, but i did not combined the fighting ability of the current devil fruit users.
